The Census is where government counts the residents of a country. The Census Act was signed March 1, 1790 by President George Washington and others. Census Day was August 2, later that same year. Under the direction of Secretary of State, Thomas Jefferson, the Census was carried out in the 13 states and territories of Kentucky, Maine, Vermont, and the Southwest Territory (Tennessee).
